Import of Scrap into India is compulsorily subjected to Pre-shipment Certification for
a) Presence of Radio Active material & Radiation coming out of it,
b) Explosive material in scrap coming from War Torn countries
DGFT acts as a Nodal Agency for appointing 'Pre-shipment Inspection Agencies'. These agencies are appointed by a Committee consisting of representatives from DGFT and AERB (Atomic Energy Regulatory Board). This Committee evaluates the applications of various companies which have the necessary equipments and trained personnel for checking radiation in imported scrap. For this, specialised equipments like 'Survey Meter' and 'Portable Spectro Meter' etc., are required. Besides this persons have to be specially trained for using these equipments to find presence of radioactive radiation in the scrap consignment.
The 'Pre-shipment Inspection Agencies' are appointed and listed in Appendix V of the Hand Book of procedures. They are authorized to issue 'Pre-shipment Inspection Certificates' (PSIC) in India and at various foreign ports. DGFT has appointed agencies within India for issuance of such PSIC's. These agencies can inspect and certify scrap with respect to radiation, background radiation and non presence of explosive material after the scrap lands in India and before it is cleared by Customs Authorities.
M/s.Valueguru is an approved agency for issuance of Pre-shipment Inspection Certificate (PSIC) and is equipped with latest Survey Meter and Spectro Meter for checking radiation level, background radiation and explosive material. M/s.Valueguru can issue PSIC in any port in India for scrap which is under import into India and which has not obtained the necessary PSIC by approved agencies at the port of loading.
Scrap importers who are importing scrap into India can obtain required PSIC from M/s.Valueguru after the shipment has landed in the Indian Port.
As already noted M/s.Valueguru is equipped and trained for issuing the certificates and the certificates will be issued after examining each and every container. PSIC is issued after checking of radiation level and explosive material in the scrap and cannot be issued on selective examination of containers. Each and every container has to be examined thoroughly
